After...Hi! this is my sweater, so maybe I can help. After Row 29, you have basically completed the round yoke, with its increases buried in the decorative pattern. But the sweater still is not wide enough to just divide for the sleeves. By placing the markers and increasing before and after them, you are essentially doing raglan increases to continue widening the sweater and deepening the yoke. The sleeves are then removed to holders and the instructions tell you how to complete the body first.
